1. Register codes + rate schedules (effectiveFrom wall dates, inclusive).
2. `resolveTaxRate({ code, asOf })` before line or document post.
3. `applyTaxToAmount(netMoney, ratePercent)` or feed rate into qups.

Do not duplicate percent math — use `@eristack/money` Tax operators.
